Geneviève Bouchard, Research Director
Geneviève Bouchard has been a research director in the field of governance at the Institute for Research on Public Policy since 2001. She holds a BA and an MA in Political Science from Laval University. In November 2000, she completed a Ph.D. in comparative public policy at McMaster University. Her dissertation is entitled Field Officer Discretion in the Implementation Process: Immigration Policy in Canada, Quebec and the United States. She is the author of a number of communications and co-wrote "The politics of inclusion and exclusion: Immigration and citizenship issues in three democracies" (with William Chandler) in Crossing the Atlantic: Comparing the European Union in Canada (2004) and "Policy-Making and administrative discretion: The case of immigration in Canada" (with Barbara W. Carroll) in Public Administration in Canada (2002). Before her position of research director, Ms. Bouchard was responsible for the preparation of the strategic plan at the Quebec ministry of international relations (2000) and she worked as an analyst at the Immigration and Refugee Board in Ottawa (2001). At the IRPP, she supervises two research programs: Strengthening Canadian Democracy and Diversity, Immigration and Integration.
