France St-Hilaire, Vice President - Research

France St-Hilaire is Vice President-research at the Institute for Research on Public Policy (IRPP). She joined IRPP as a research director in 1992. She currently oversees the Institutes' research agenda and coordinates ongoing projects on human capital and labour market policy. France St-Hilaire is the author of a number of monographs and articles in the areas of public finance, social policy and fiscal federalism. She was also the editor of the Institute's monograph series on City-Regions and co-editor (with Craig Riddell) of Adapting Public Policy to a Labour Market in Transition. She holds a graduate degree in economics from the University of Montreal. Prior to joining IRPP, she worked as a researcher at the Institute for Policy Analysis at the University of Toronto and in the economics department of the University of Western Ontario.
