Following the federal election last November, Canadians were confronted, once again, with a Parliament that poorly reflected the party preferences expressed by voters at the ballot box. Provincial elections of the past few years have yielded similar results, as more than once the winning party has trailed its principal opponent in the popular vote. The time has come for a comprehensive public debate on the merits of our first-past-the-post electoral system.
