The number of immigrants who come to Canada speaking neither English nor French has dropped dramatically over the past few years, according to Immigration department statistics for 2008. Only 28.3 per cent of the permanent residents accepted into Canada last year spoke neither official language - down from 45.9 per cent in 2002.
